RUDA, the Ravi Urban Development Authority, was established in 2020 under a dedicated act to oversee development along the Ravi River. This mega project aims to reshape Lahore by building a modern, sustainable city spread across approximately 110,000–140,000 acres, with plans to house up to 10–12 million people.
The initiative tackles major urban challenges such as overpopulation, environmental pollution, and water scarcity while improving the overall quality of life for residents. With modern infrastructure, green initiatives, and advanced urban planning, RUDA is set to become one of the largest riverfront cities in the world.
Why Was RUDA Established?
RUDA covers nearly 46 kilometers along the Ravi River, aiming to create a well-planned, vibrant urban hub. The Ravi River has suffered from neglect, pollution, and flooding for decades, making restoration a top priority.
The main objectives of RUDA include:
- Promoting sustainable urban development
- Providing a modern and comfortable lifestyle
- Strengthening economic growth and investment opportunities
- Implementing long-term urban planning strategies
With rapid urbanization, many cities develop haphazardly, often deviating from land-use plans. RUDA addresses this by combining structured planning, environmental restoration, and modern infrastructure.

Key Features of RUDA
- Extends from Ravi Siphon to Baloki
